Councils of Government

There are few people who are not aware of President Eisenhower's warning as he left office but how many people are aware of - or have even thought of what Eisenhower meant when he said the "Councils of Government"?  In the public domain, the focus is always on the military-industrial complex not on the 'Councils of Government'.  The entry in Wikipedia is a classic example showing the veering off from the subject of what Eisenhower was really saying:

"On January 17, 1961, Eisenhower gave his final televised Address to the Nation from the Oval Office. In his farewell speech to the nation, Eisenhower raised the issue of the Cold War and role of the U.S. armed forces. He described the Cold War saying: "We face a hostile ideology global in scope, atheistic in character, ruthless in purpose and insidious in method..." and warned about what he saw as unjustified government spending proposals and continued with a warning that "we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex... Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together."

Because Eisenhower was a General, he knew about the military-industrial complex so he spoke about that - but the 'Councils of Government' are not restricted to the military-industrial complex.  In fact, they are at every level of government - and they are now in your neighborhood - organizing to change your way of life - from the American system of representative government - elected by an independent, educated electorate to the communist system of soviets:  "The Councils of Government".
  
Americans have been miseducated as to the nature of communism.  It's not about ownership as much as it's about the process of governing.  It's the group (collective) over the individual.  'Councils of Government' is the system of 'Public-Private Partnerships' is the Communitarian System - is the Communist System.  As Eisenhower said - they are ruthless in purpose and insidious in method.   They are the shadow government.

The "Councils of Government" that Eisenhower warned about have progressed to the point that they succeeded in changing the American system of government from a Republic to a 'Democracy'.  As Gorbachev said above, it is a requirement for the communist system to flourish.  The communist system in the U.S. became fully operational during the Clinton Administration  with the "Reinvention of Government" initiative.

How "The System" Works

The figures on the right were taken from the book, "Summitry in the Americas" by Richard Feinberg.  They depict the organization charts of the people/groups who were represented in the discussions leading up to and following the 'Summits of the Americas'. The summits are the incremental steps toward the North American Union - which is the dissolution of the United States as a nation.
 

The working groups work outside the bounds of government, outside of public view and without oversight. Government representatives in the groups are the lower level - deputy directors and below that are under the radar in terms of media attention.
 

The business community includes the Chamber of Commerce, Council of the Americas, Canadian Council for the Americas, the "Competitiveness Council".  (Note that the business community funds many front groups to give the appearance of wide appeal on various issues.  They also give grants to buy the support of universities and scholars to support their positions.  While the supposed interests of the front groups vary - the purpose is the same - to support the positions of the business community that provides their funding.  Chamber press release.
 

Environmental activists include groups like "Smart Growth".  The 'Smart Growth' network of "environmental activists" was actually started by the EPA in 1996 and they fund them using EPA grants.  Masquerading as grassroots activists, they are free to use government grant money to  participate in the implementation of the collectivist system - eroding the American system of representative government. 
 

Special Interest groups for hispanics have an interest in increasing their political power base by erasing the borders and eliminating 'citizenship' are supported by the business community who profit from the cheap labor.  This would include racist groups like La Raza - (The Race) and Maldef., etc.  Plus there are special interest groups for foreigners - also funded by business to disenfranchise citizens and devalue citizenship -    "Compete America".

 

 

Institutionalized Corruption

The communist - collectivist system is not so much a political philosophy as it is institutionalized corruption.  At it's essence, it is legalized gangs (stakeholders) using the force of law and police state to steal from - and control non-gang members.  The proponents of this system (the gangs) argue that they just want citizen participation.  The fraud of that - is that there is not time enough in the day for the average person to live, have a family, work and participate in all of the gangs that have a hook into government and their hands in the Treasury - that will affect his life in very direct way. 

The implementation of 'Sustainable Development' provides classic examples of the institutionalized corruption of the collectivist system of gangs.   In 1993, Bill Clinton signed Executive Order 12852 establishing the 'President's Council on Sustainable Development' to oversee the implementation.  'Sustainable Development' is not simply a conceptual label to conserve the environment.  It is major United Nations program called Agenda 21.  It covers all aspects of life - how you live on this planet, the use of your property, the redistribution of wealth, the products you buy in the store (if you have any money left) .  If you are a non-gang member, you have no idea that is the case so you are inclined to think that sustainable development is a good idea.  This is what Eisenhower was talking about when he said, "ruthless in purpose and insidious in method".

Even the way the meetings of the gangs are conducted is dishonest.  Group psychology is used to control the agenda and the outcomes are determined before the meetings ever begin. 

"The Consensus Process"

 

A good example of the institutionalized corruption was the implementation of Agenda 21 in Idaho.  Local public officials were induced to form a private partnership and were guided to apply for an EPA grant.  The EPA gave them $500,000 of your tax money - TO LOBBY THEMSELVES in their public capacity!   (See 1997 and 1998 - Treasure Valley Partners).  

Another example was the North American International Trade Corridor Partnership NAITCP.  The 'Partnership' provided a way to pay off local officials to participate in projects and programs that are -  in this case, against the interests of their country.   The NAITCP no longer exists as an organization.  They merged with NASCO - no doubt to give cover to the Mayors who participated in the illegal and treasonous activities of partnering with a foreign government - against the interests of America and American citizens.  

A history of William Reilly's experience with 'gangs' at the EPA is another example of how the corruption of government works to break down the rule of law. 

"I had a memorandum from my General Counsel basically boxing me in, saying that the approach that the Competitiveness Council wanted was not a lawful approach. Well, once I had that, I didn't have a lot of flexibility. Finally, after months and months of wrangling, and public wrangling at that, Congressional hearings and the rest, the President made a policy call and resolved that as a policy matter, he considered that the Competitiveness Council was correct, i.e., that no hearing was necessary. The Chief of Staff and others in the White House thought that should be the end of it, and didn't fully grasp that lawfully, legally, I had the statutory authority and the President didn't. I recall explaining to Chief of Staff Sam Skinner that I would respect the President's view on the policy, provided that I could be authoritatively assured that such an approach was lawful. Absent an opinion from the Attorney General, I said I would decline to sign a regulation waiving a hearing requirement. The White House got an opinion from the Attorney General fairly quickly which said that the Competitiveness Council was right on the law and my General Counsel was wrong. That provided the basis for accommodating their view, and then, of course, we'll only know what the truth is after it's been tested in court."
