In the 1980's
Ronald Reagan
signed legislation to create a government funding mechanism
to promote "democracy" throughout the world. The
funding mechanism was through an organization called the
National Endowment for
Democracy (NED).

propaganda arm of the U.S. government spreading "democracy"
as defined by Reagan and mandated in the Lima Declaration
which called for the
"New
International Economic Order" - global redistribution of
wealth from the industrialized countries to the developing
countries.
