Constitutional Amendment

Representation in Congress is based on population.   Population is determined by the Census.   The Census just counts heads - it does not count citizens.  That's why illegal aliens and foreigners have so much representation in Congress.  

The method of census encourages increasing population as a party building mechanism.  This must be stopped.
