This diagram was posted on the Idaho State Department of Education website but it will be the same for all states very soon:
Notice that the school district data goes to the "cloud" and is then stored in a Data Warehouse. The State Agencies have access but by the direction of the arrow, it's a read only access meaning that the state does not control the student data.
