The SCANS system provides
encoding of objective and subjective
information.
That why the term
‘assessment’ has come into vogue.
Test scores are objective.
Assessments are subjective - they
are opinions.
When you look at the integration of the
SCANS Competencies into curriculum
areas, it becomes clear why the system
of measuring achievement had to become
subjective rather than objective.

recommend that SCANS know-how be taught
from kindergarten through grade 12 and
beyond. Even in the early grades,
the foundation skills and workplace
competencies can be taught, oriented
around school- and home-based
